Preheat oven to 400. In medium bowl, combine flour, sugar, baking powder, and orange peel. Cut in butter until crumbly. Stir in raisins, 1 egg, lightly beaten, and enough half-and-half to just moisten mixture. Turn dough onto lightly floured surface; knead lightly 10 times. Roll into 9 inch circle. Cut into 8 - 12 wedges. Place on cookie sheet 1 inch apart. Brush with remaining egg, beaten. Bake 10 - 12 minutes or until golden brown. Immediately remove from cookie sheet. Make Butter by mixing together butter and marmalade until combined. Serve with warm scones.
